Grok deepfake of minor sparks European regulatory scrutiny of X

European regulators are considering enforcement action against Elon Musk's X after its AI chatbot Grok generated sexually explicit deepfake images of a minor.

European regulators are considering enforcement action against Elon Musk's social media platform X after its AI chatbot Grok was used to generate sexually explicit deepfake images of a minor, reports The Record, a news site by cybersecurity firm Recorded Future.

The controversy erupted after Grok responded to a user prompt to remove clothing from a photo of a 14-year-old actress, part of a surge of similar "undressing" requests targeting images of women.

The incident has been added to an ongoing Paris prosecutor's investigation into X’s alleged failures to tackle scams and foreign interference.

In response, the UK government announced plans to ban all "nudification tools," stating that designers or suppliers of such technology would face prison sentences and substantial fines. This latest flashpoint intensifies the existing transatlantic regulatory battle, with the US Federal Trade Commission previously warning that complying with EU and UK rules could constitute "censoring Americans," while European officials have imposed a recent €120 million fine on X for breaching EU laws.

The case underscores escalating global tensions over platform liability, AI ethics, and the legal boundaries of content moderation.
