UK faces attacks without ransom option, NCSC head warns

UK National Cyber Security Centre CEO Richard Horne will issue a stark warning at the CyberUK conference that adversarial nation-states, principally China, Iran, and Russia, now drive the majority of nationally significant cyber incidents confronting the United Kingdom, a shift that demands organizations prepare for crippling attacks without the fallback option of paying ransoms, The Independent reports.

Horne is expected to caution that should the UK become entangled in active conflict, it would likely face hacktivist barrages "at scale" resembling ransomware campaigns in sophistication but lacking any financial recovery mechanism. He will highlight China's "eye-watering" operational sophistication, Iran's use of cyber tactics to repress dissidents abroad, and Russia's export of battlefield-honed techniques against states it deems adversarial. 

With GCHQ's cyber arm currently managing roughly four major incidents weekly, Horne will urge businesses to embed security into their core mission and accelerate AI adoption to match adversary velocity. The address frames cyberspace as a critical front in a broader geopolitical contest, operating "in a space between peace and war" that demands fundamental organizational resilience rather than reactive crisis management.
