Former NSO Group head advocates for sovereign AI to reduce reliance on US firms

Sovereign artificial intelligence is becoming a critical priority for national security as governments are urged to move away from relying on United States-based technology providers, according to Tech Radar.

Shalev Hulio, the former chief executive and co-founder of the Israeli spyware firm NSO Group, is now advocating for nations to develop independent AI models. Hulio, who previously oversaw the development of the Pegasus spyware used to monitor journalists, business leaders, and politicians, argues that AI infrastructure is too vital to be controlled by external entities. His new venture, Dream, which he co-founded in 2022 with former Austrian Chancellor Sebastian Kurz, focuses on providing AI-enabled cyber defense tools.

The company recently identified an autonomous AI attack against Taiwanese government agencies linked to Chinese hackers. Dream currently offers a suite of products, including software for vulnerability discovery and platforms designed to help governments build bespoke, sovereign AI models. These systems are trained on specific customer data to improve efficiency and security. With 400 million dollars in funding and a 3 billion dollar valuation, the firm has already expanded its services to more than 12 countries across Europe, Asia and the Middle East, signaling a shift in how states approach digital sovereignty.
